Traverse City Light & Power board and staff on Thursday hemmed and hawed about the wording of the utility's goals and objectives for most of a four-hour strategic planning session. They made no significant decisions and didn't develop any plans, but they did reiterate a commitment to build or acquire some form of local electric generation.
