TCAPS board takes retreat

TRAVERSE CITY — The Traverse City Area Public Schools Board of Education will discuss Superintendent Stephen Cousins' job performance and the district's failed bond proposal during a retreat today.

The quarterly retreat is scheduled for 9 a.m. at Sabin Elementary School's data center training room. Sabin is located on Cass Road north of Hartman Road.

Board members will evaluate Cousins during a closed session at the meeting's end.

Board President Kelly Hall will compile comments from the closed session into a written, public evaluation.

The board plans to vote on approval of the written evaluation during a board meeting scheduled for Monday at 6 p.m. at the Tompkins Boardman Administration Center.

Cousins began his tenure in June 2010. Board members last reviewed his contract a year ago, when he received high marks, and members offered to extend his three-year contract by another year.

A debriefing on the failed millage proposal will occur during the public portion of the board retreat.

Hall said the debriefing will focus on what worked with the millage, what did not work and what the district should do differently when promoting future millage proposals.

"We've made no secret that we plan to come back for another bond request," Hall said. "I don't know what time we will do that, but this is the first step."

District officials similarly analyzed the defeated millage, Cousins said. Now, board members need to have their own frank and open discussion.

"Really, we need them to put their thinking down without any influences," Cousins said.
