Boat mooring on docket

Traverse City -- City commissioners have a full plate for their Monday night meeting, where they'll discuss boat mooring, a downtown development and the city manager's resignation.

-- Commissioners need to decide if they want to continue fighting a state Department of Natural Resources decision that bars the city from expanding swim areas or establishing "no-boat mooring" sections near the beach.

City officials requested state permission in an effort to disband boat flotillas that congregate near beaches adjacent to Clinch Park Marina, but the DNR doesn't want the city preventing access to state-owned waters.

The city attorney filed an appeal of the DNR's denial in 13th Circuit Court and said she also planned to make an appeal with the Michigan Natural Resources Commission, a seven-member, governor-appointed group that establishes DNR policies.

City commissioners haven't approved moving ahead with the appeal, and they appear to be split on the issue.

-- A public hearing is scheduled on a land-use permit for a five-story, mixed-use building at the corner of Front and Park streets.

Thom Darga of Suttons Bay-based Big Olives LLC is developing the project. He's still working out a deal with property owner Roy Henderson to purchase the land, foundations, building drawings, designs, permits and construction materials.

Henderson erected foundations and fenced the property, but nothing has been built since 2001 due to the poor economy and disputes over architecture and building height. Darga hopes to construct retail, office space and condominiums in the same building Henderson planned.

The planning commission supported Darga's permit request after holding a hearing earlier this month.

-- Commissioners will consider officially accepting the resignation of long-time city Manager Richard Lewis, who announced last week his plans to leave for a job with international engineering firm CH2M HILL. His last day with the city is Sept. 19. Commissioners on Monday will discuss the process of filling the vacancy.

The city commission meets at 7 p.m. Monday at the Governmental Center, 400 Boardman Ave.
