A regional challenge

 

Safe Harbor’s proposed emergency shelter will be open year round. Overnight housing will be seasonal. The plan doesn’t include a drunk tank but there’ll be an isolation area for those too inebriated or disruptive to be with others. Sounds like a drunk tank.

The emergency homeless shelters don’t reduce homelessness. Emergency shelters institutionalize homelessness and create a sustainable expanding population. They’re expensive to operate. The monies should be applied to housing. Hypothermia programs coupled with supportive housing reduces homelessness.

The Eighth Street Corridor Study for the Boardman area says in part “ … Appropriate uses … should include a range of retail, service, office, multi-family residential.” The study discusses Opportunity Development Sites: “ … redevelopment of this site would extent east to Wellington Street, including the existing business use and vacant site. Uses that provide enjoyment and views of the water should be promoted on the ground floor with multi-family residential on the upper floors.”

This is a five-county problem and should be dealt with as a regional challenge. A social experiment shouldn’t be located in the Boardman neighborhood just because a building is available. It will reduce property values and degrade the quality of our neighborhood and parks.
