Grandview Drive through Brewery Creek property?

---- — TRAVERSE CITY — A $20 million proposal from an alliance of area nonprofits to create a marina and tourism and education center could help spark Elmwood Township’s conversion of Greilickville into a pedestrian friendly village destination.

Discovery Center-Great Lakes officials will make a presentation about their proposal to a joint session of the township board and planning commission on Nov. 19 at p.m. The boards also will discuss creating a corridor improvement authority, similar to a downtown development authority, to help fund infrastructure improvements along the corridor.

“We’ve got a lot going on, a lot of excitement,” said Jack Kelly, supervisor of the Leelanau County township just north of Traverse City.

A key component of the corridor’s redesign would include relocating the eastern end of Grandview Drive south through the former Brewery Creek property now owned by the township. The road would intersect with M-22 across from Greilickville Harbor Park.

“The ultimate goal is the new signalized intersection across from the park,” Kelly said. “It would be the first-ever safe way to get from one side of M-22 to the other.”

Township officials don’t yet know if the idea is feasible from an environmental or engineering standpoint, and money could be a problem, Kelly said.

“It could cost up to $2 million, and I don’t know where ... that money would come from,” Kelly said.

A corridor improvement authority might help. The authority could capture all new property taxes generated in the development district.

Kelly already heard from one developer who has plans for the property that formerly housed Scuba North.

That development, the Discovery Center project, the township’s park and marina, and the Brewery Creek property could all combine to create a destination hub for redevelopment of the corridor, Kelly said.

The township uses the Brewery Creek property for overflow parking for the marina and park. But new parking options from the Discovery Center, plus relocating Grandview Drive, would allow the township to develop the new road like a downtown village with buildings close to the street.

“I can see shops, a boutique hotel, maybe a brew pub,” Kelly said. “It would really make sense to have a brew pub in Brewery Creek.”
