April 2, 2005Man held in kidnappingSuspect was girl's former foster parentByRecord-Eagle staff writer LAKE ANN - A Manton man is being charged with kidnapping a 13-year-old girl for whom he once served as a foster parent. Dennis Jarvis, 34, was arrested Thursday after the Benzie County Sheriff's Department received a tip about a possible abduction attempt of the girl in the Lake Ann area. Police said Jarvis was spotted picking up the teen in his vehicle by a police surveillance team at the scene before allegedly taking her to a wooded area, where he was arrested. "He at the time of the arrest was a former foster father," said Benzie County Prosecutor Anthony Cicchelli. "She apparently rendezvoused with him at the local foster care placement." Cicchelli said Jarvis and the teen had other encounters after the girl was taken from his care, encounters which could result in charges of criminal sexual conduct in Grand Traverse, Osceola and Wexford counties. "The minor has come forward with more information about their relationship, which could result with further charges in the neighboring counties," he said. Jarvis, who is being held in the Benzie County jail on $100,000 bond, also is being charged with soliciting and contributing to the delinquency of a minor. "Right now we are trying to get with the neighboring counties to coincide our prosecution," said Cicchelli. "We believe there may have been some criminal sexual conduct (Jarvis) had with the girl that occurred outside of our county."
